一、中心历史 

 

     1981年5月,为了进一步开展全国结核病防治工作,原卫生部决定在北京市结核病研

究所(现北京市结核病胸部肿瘤研究所/北京胸科医院)成立了“北京全国结核病防治研究

中心”,作为全国结核病防治业务主管部门。

   1991年8月更名为“卫生部结核病控制中心”。
   
    2002年1月18日再次更名为“中国疾病预防控制中心结核病防治临床中心”。

   1989年8月,经原卫生部、世界卫生组织以及北京市卫生局批准,在中心成立了“世界

卫生组织结核病化疗研究合作中心”;

    1996年8月,更名为“世界卫生组织结核病研究和培训合作中心”。


     1991年,为了提高结核病实验室检测水平,原卫生部在中心成立“国家结核病参比实

验室”。

     2010年,更名为“国家结核病临床实验室”。


二、机构与人员
 

                 中心下设中心办公室、国家结核病临床实验室、世界卫生组织结核病研究和培训

          合作中心等部门。

               现有专职人员20名,兼职人员30余名。

三、既往工作
 

      在原卫生部领导下,组织、指导全国结核病控制工作(1981-2002年)。

      编写了《全国结核病防治工作手册》(1984年)并于1991年修订再版。

      编写了《全国卫生防疫工作规范》中《结核病防治》部分(1992年)。


      20世纪80-90年代在全国开展多中心结核病短程化疗研究,并形成全国结核病标准化

短程化疗方案使用至今。

       统一全国各省、地(市)、县结核病防治工作方法、技术和考评指标,推行统一的

短程化疗方案。

       参与制定并组织实施1981~1990年、1991~2000年全国结核病防治工作规划,参与

制定2001~2010年全国结核病防治规划。

        参与制定并组织实施世界银行贷款中国结核病控制项目(即卫-5项目)(1992-

2002年)。该项目对我国结核病防治工作具有极大促进作用。

        参与制定并组织实施 “卫生部加强与促进结核病控制项目”(1993-2000年),

项目覆盖1.8亿人口,364个县。

        在原卫生部领导下,负责全国前四次结核病流行病学抽样调查的组织、实施与总结

(1979年、1984-1985年、1990年、2000年)。

         1986-2002年组织开展全国结核病监测工作。全国共有84个监测县,分布在26个

省,人口覆盖3700万。

          组织、制定全国结核病实验室技术规范以及质量控制体系。

          1996年起协助WHO在全国13个省开展全球结核病耐药监测项目(培训、督导、技

术指导和质量控制)。

           1995-1997年在江苏省建立WHO西太区结核病控制示范区:运用现代结核病控制

策略和措施,为西太区特别是发展中国家提供结核病控制方法和经验。

            2004-2007年在全国开展结核病实验室质量控制工作。

            2007-2008年在原卫生部领导下开展全国结核病耐药性基线调查。

            2008年开始实施礼来耐药结核病国际合作项目。

            2009年开展全国结核病专科医院调查。

            2010年开始组织实施国家结核病重大专项“耐药结核病治疗新方案研究”以及

“复发结核病治疗方案研究”等课题。

            2012年开始建立全国结核病远程咨询及教育平台。

            2013年建立“全国结核病医院联盟”以及“全国结核病临床试验联盟”。

            自1981年以来已举办各级、各专业培训班150余个,培训人员近万人;举办国际

结核病培训班4个。

            先后出版了《防痨简报》、《项目工作简报》、《结核病健康教育》等期刊或宣

教材料;出版《结核病影像学诊断图谱》、《结核病治疗学》、《结核病实验室基本操

作》等图书;翻译出版《耐药结核病国家规划管理指南2006年版》、《耐药结核病国家

规划管理指南2008年版》、《耐药结核病国家规划管理指南2010年版》、《儿童结核病

规划管理指南》、《耐药结核病临床医生使用指南第二版》等国外图书。

Brief Introduction of Clinical Centre on Tuberculosis, China CDC

1. History

      In order to strengthen China National TB Control Program (NTP), in May

1981,the Ministry of Health (MoH) established the “Beijing National Tuberculosis

Prevention and Treatment Research Center” based in Beijing Tuberculosis 

Research Institute. The Center played a leading role in NTP implementation

under the leadershipof MoH, and was then renamed to “National Tuberculosis

Control Center of MOH” in August 1991 and the “Clinical Centre on

Tuberculosis,China CDC” (CCTB) in January 2002.

       In August 1989, authorized by the World Health Organization (WHO), China

MoHand Beijing Health Bureau, the Center was designated as “WHO

Collaborating Center for Research on Tuberculosis Chemotherapy”, and was

renamed as“WHO Collaborating Center for Research and Training on

Tuberculosis” in August 1996.

        To strengthen TB laboratory network and to improve laboratory capacity on

tuberculosis in the country, MoH established the “National Reference Laboratory

on Tuberculosis” in the Center in 1991, and renewed the name with “National

Tuberculosis Clinical Laboratory” in 2010.

2. Structure and personnel

         CCTB consists of Administrative Office, the National Tuberculosis Clinical

Laboratory, and the WHO Collaborating Centre for Research and Training on

Tuberculosis.
 
        CCTB has 20 full-time employees and 30 part-time staff.

3. Previous work
 
      Organized and led the implementation of National TB Program (1981-2002)

under the leadership of MoH.

       In 1984, the Center developed the National TB Prevention and Control

Manualand updated it in 1991.

       In 1992, the Center developed the “Tuberculosis Prevention and Treatment

Guideline”, which is apart of “National Regulation on Health and Epidemic

Prevention”.
 
       Led a multi-center study on short-course therapy in the country from

1980’s to 1990’s,and established the standard treatment regimen which has

been used in China for TB treatment till now.

      The Center also standardized and promoted TB prevention and control

strategy, protocol,technique and evaluation criteria in whole country.
 
      Developed and led the implementation of China “National Tuberculosis

Control Program1981~1990” and “National Tuberculosis Control Program

1991~2000”, also participated inthe development of “National Tuberculosis

Control Program 2001~2010”.
       
       Organized and implemented the World Bank Loan China TB Control Project

from 1992to 2002. The project greatly improved TB control in China.
        
       Organized and implemented the “China MoH Project on TB Strengthening

and Promotion”from 1993 to 2000, which covered 180 million population in 364

counties of China.
 
      Organized and conducted four National Prevalence Surveys in 1979, 1984/85,

1990 and2000 respectively under the leadership of MoH.
 
     Organized and implemented nation-wide TB surveillance in 84 counties of 26

provinces which covered 37 million population from 1986 to 2002.
 
       Set up the national TB laboratory network and its quality control system.
 
      Participated and facilitated WHO Global Project on TB Drug-resistance Survey

in 13 provinces from 2006, and provided training, supervision, technical support

and quality control to the project.
 
       From 1995 to 1997, sponsored and supported by WHO/WPRO, the Center

established the TB control demonstration area in Jiangsu province and

implemented modern TB control strategy and approaches in the area.

       The experience gained from the project provided a model for China and

other developing countries in the Western Pacific Region.
     
      Organized and implemented nation-wide TB laboratory quality control

activities from 2004 to 2007.
 
      Conducted the National Baseline Survey on TB Drug Resistance in 2007/08

under the leadership and support from MoH.
     
      Implement Lilly MDR-TB Global Cooperation Project from 2008.
   
     Conducted the national investigation on TB specialized hospital in 2009.
 
     Organize and conduct the “Research on new MDR-TB treatment regimen”

and “Research ontreatment regimen for relapse TB cases” since 2010, which

are two studies in National Major Project on Tuberculosis.
 
      Established the “national web-based consultation and training platform” in

2012.
 
      Established the “Chinese Hospital Consortium on Tuberculosis” and the

“Chinese Clinical Trial Consortium on Tuberculosis” in 2013.
 
       Since establishment of the Center in 1981, more than 150 training workshops

have been organized and about 10,000 trainers were trained in the Center. 4

international training courses were organized.
 
       Since 1981, the Center has issued several journals like “News on 

Tuberculosis Control”,"Project Work Briefing", "Health Education on 

Tuberculosis", etc;published professional bookslike "Collection of

illustrative plates on imaging diagnosis of TB”, "Tuberculosis Treatment”,

"Tuberculosis Laboratory Procedures”, etc; translated and published

international guidelinesand books including WHO “Guidelines for the

Programmatic Management of Drug-resistant Tuberculosis (2006)”

and its updated version in 2008 and 2010, the “Guidelines on Programmatic

Management of TB in Children”, “Multi-drug Resistant Tuberculosis, a Guide

for Clinicians”, etc.

4. Main responsibilities
 
      Provide technical support, consultation, and training on TB prevention and

clinical management.
 
      Provide technical guidance, quality control and network coordination for

national clinical laboratory on tuberculosis.
 
      Implement prevention and treatment of drug-resistant Tuberculosis.
 
Conduct health promotion activities.
 
      Engage in international collaboration and communication.
 
      Undertake other tasks assigned by National Health and Family Planning

Commission and China CDC.
